Strategic Objectives and Theory of Change

Five strategic objectives anchored in resilience, protection and informed mobility.

Our Five Strategic Objectives

  • Reduce climate and disaster risks before they become displacement crises through preparedness, early warning, anticipatory action and community risk reduction.
  • Strengthen household and community resilience through diversified livelihoods, climate-smart production, water security, ecosystem restoration and market access.
  • Protect displaced people, migrants, returnees and vulnerable host communities and improve access to safe, accountable and inclusive services.
  • Support durable solutions and climate-resilient settlements through area-based planning, social cohesion, service access and economic inclusion.
  • Generate evidence, strengthen local capacity and influence climate-mobility policy in Somalia and the wider Horn of Africa.

Theory of Change: The Challenge

Climate shocks, ecosystem degradation, conflict and poverty erode livelihoods and services, increasing displacement risks and vulnerability.

The Pathway

When communities can anticipate hazards, protect assets, diversify livelihoods, access water and services, move safely when necessary and participate in locally led planning, climate-related mobility becomes safer and long-term vulnerability declines.

The Change We Seek

Communities are better able to remain safely where viable, move with dignity when necessary, recover after shocks and participate in sustainable local development.
